before thinking about "khilafah" you need masses who agree/want Islamic government and system. for now, you just look at what people want and I can only imagine that the "empire" will fall down as quickly as it builds up.

and if v the young muslims b the governing body of that khilafah than v ll do tasks with much more enthusiasim and v ll have more courage 2 face the devil world which r against islam and v ll b inshAllah helping the muslims who r in great trouble as minorities in some places and surely v ll b able 2 defend the rights of muslims and nonmuslims.

or u maintain ur faith and pay the jizya and enter the khilafat as 'zimee' citizens....

Like there is NATO and UN, the Khilafa is the combination of all Muslim countries under one supreme command…The command of Allah :swt:…The direction of the Ummah and Muslims is guided by the Quran in one uniform direction like a school of fish, working, going and facing in one direction together for the betterment of the whole…
Why is the Khilafa so important?
This question itself is pretty stupid to begin with…Right now the Ummah is like a chicken with its head cut off, going in directions which cannot be controlled, neither by the teachings of Islam and neither by other Muslims…As a result what we have are clandestine movements each acting on their own whim of which the end result is persecution for the Muslims throughout the globe and the ensuing ‘terrorism’ which is the result…Although the people conducting this ‘terrorism’ have a valid reason for conducting their Jihads (persecution of Muslims), their efforts however are undermined by lack of support from other Muslims…
Every month Muslims die in the thousands and atrocities committed against them in Palestine, in Kashmir, in Chechnya, in Afghanistan and Iraq, yet we hardly hear about it from any news souces, even from the Muslims themselves…Yet, there is one 9/11, or one suicide bombing in Israel and the same Muslims who stood quietly watching their brethren die, are in an uproar…The Khilafa will achieve little, if nothing more than mere sympathy from fellow Muslims…
I read more books, articles and editorials from Muslims regarding 3,000 Americans who died in the WTC attacks than I ever heard about the dying children in Iraq, the Palestinians or any place else where Muslims are being demonized or ethnically cleansed combined…Millions were massacred but there was not a peep out of these ‘Muslim crusaders’…Yet come 9/11 and every Muslim draped himself up in either the Union Jack or the Old Glory speaking out against ‘terrorism’…They are so blinded they can;t even see where the deaths are occuring and for what reason they are being committed…All they have been fed is that ‘This is terrorism, and this is liberaton’…And they spew the same doctrines wherever they go in the hopes the kuffar will see them in a better light…
If they had knowledge, they would know that the Quran explicitly states, that the kuffar will always side with each other against the Muslims and even if they were to follow the kuffar step by step, the kuffar will still not be pleased unless you renounce your faith completely…
They hate their brothers more than they hate kufr, they know more about the teachings of kuffar than they know about their faith, they try to imitate the kuffar more than than they should the teachings of Islam…
For the Khilafa to come about about, no doubt sacrifices will have to be made and blood to be spilt as in the case of every movement that ever came on the planet…
The Khilafa is nothing more than directions which the Muslims must take simultaneously…And the way to bring this about is take down corrupt leaders and monarchies that plague the formation of the Khilafa…More than the enemies of Islam, it is these leaders that hinder the Muslims in their cause…
A time is coming which will be a terrible time for the Muslims and it is not far…The trials have begun and it will not be far when there would be Muslims more multitudinous than the grains of sand but only a handful will be Momineen…

Even in the Caliphate of Cordoba (Spain), which Moslems often mention as an example of "Islamic tolerance", where the majority were Christians, they had to pay for not being moslems.

its called TAX....
while muslims pay their annual tax in the form of the compulsory ZAKAT (2.5 % of their wealth), the non-muslims pay jizya....
why jizya????
thats because u dont want to force non-muslims to pay ZAKAT, which is a religious obligation, which wud mean u make them forcibly do something thats part of islam....
hence, they pay the tax as jizya....
any problems in paying tax????
or do u think islam is unfair that it wud ask muslim citizens to pay taxes while non-muslims live for free????

yes, certainly if i have to pay more tax than the moslem counterpart.
For example, when the islamist army conquered the lands of the Christian Assyrians, the Assyrians were forced to pay 80% tax, to the Moslem masters. Because of this oppression, most Assyrians had to convert to islam.
