It seems to me that he’s the type of person that probably won’t get the hint if you try and talk to him. Are other people annoyed by his behavior as well, or are you the only target of his annoyance? If others are involved get them together and go to your manager and have a talk. Maybe they can move him or you away from one another.

He annoys more than anyone else. My fiancee said its because he knows im getting annoyed.
