Early Life:
Malik Riaz Hussain was born on February 8, 1954 in Islamabad, Pakistan. Many people believe that Malik Riaz Hussain was born with a silver spoon in his mouth; however, the statement is only partially true for him. He was born into a wealthy family but his father’s business collapsed which forced him to start working as a clerical staff at the age of 19.

Twelfth Richest Man of Pakistan:
He started off as a small time contractor in 1980s; however, the details on how Hussain, from an ordinary clerk in Military Engineering Service (MES) climbed up the ladder of success and became one of the biggest business magnates of Pakistan are extremely sketchy. All the country knows is that he is the man behind Bahria Town, one of the largest private development projects to have materialised in Southeast Asian region.

Bahria town, which spans over an area of 45,000 square acres, along with its owner invited many speculations and controversies since the time of its construction.

Controversies and allegations:
The recent round of controversies which accuses Chief Justice’s son Arsalan Iftikhar to have accepted bribes amounting up to Rs400 million from him, is not the only controversy which mars his credibility.

National Accountability Bureau (NAB) is currently looking into another application filed by a former military officer Lt-Col (retd) Tariq Kamal, which states that the land on which Bahria town is constructed, and is further expanding, was not acquired through legal means. It is alleged that Hussain has strong ties with Pakistan’s military which assisted him in building a huge empire. Some claims go as far as saying that a handful of the important serving army officers, bureaucrats and lawyers are practically on Hussian’s payroll.

According to the sources and reports, Hussain with the help of Defence Housing Authority (DHA) had grabbed Rs62 billion worth of land from an estimated number of 150,000 people belonging to lower and lower middle income group.

It is also alleged that Malik Riaz, in collaboration with DHA, had grabbed an area of the land of Dadhocha Dam and resold it multiple times under different names. It is alleged that the DHA Islamabad has been receiving money in the name of allotment of plots in DHA Phase I Extension, DHA Phase II Extension and DHA Valley since 2009. Those who got cheated through the DHA Valley project include 110,000 civilians, 41,000 serving and retired military officers, jawans and families of martyrs. Total land in question is considered to be covering 165,000 kanals.

DHA and Hussain are also allegedly accused for keeping the people, who paid for the plots, in dark regarding DHA’s agreement with Bahria Town. Col Tariq said that in 2009 the DHA had “transferred all the funds raised from the public, which were Rs62 billion, to the accounts of Bahria Town”.

It is also alleged that DHA employee who voiced their concerns regarding the dubious transactions and exchange of funds were sacked immediately.

It is assumed that the reason why Hussain was bribing Arsalan Iftikhar and financing his trips to London was to gain influence into the judicial circle and buy the verdict of the charges levelled against him. Arsalan Iftikhar blatantly denied the allegations; however, various witnesses testified during the hearing of the suo moto action and admitted that Hussain had shown them the documents which proved Iftikhar’s involvement in the scam.

NAB wakes up to Bahria Town cases | DAWN.COM

**ISLAMABAD, June 9: Before the emergence of a controversy over Dr Arsalan Iftikhar’s alleged deals with Malik Riaz, the National Accountability Bureau (NAB) had virtually closed cases filed against the real estate magnate, sources said on Saturday.
**
They said that former high-ups of NAB’s regional office in Rawalpindi, which is dealing with the cases of Bahria Town and Mr Riaz, did not start any inquiry on more than a dozen complaints filed against the property tycoon.

**It has been alleged that some top officials of NAB were appointed due to the enormous influence of Mr Riaz.
**
“It is true that no significant progress was made in the cases of Bahria Town in NAB but in 2010 Bahria Town was stopped from launching its 10th phase,” said NAB spokesman Zafar Iqbal.

He said during the past two years NAB’s own condition was so weak financially and administratively that it could not take significant action against Malik Riaz.

NAB allegedly flexed its muscles against the Bahria Town chief when he and Dr Arsalan Iftikhar, a son of Chief Justice Iftikhar Mohammad Chaudhry, were accused of having business connections and allegations surfaced that the CJ’s son had gained undue benefits from the property tycoon.

**Meanwhile, NAB chairman Admiral (retd) Fasih Bokhari conceded at a recent news conference that one of his daughters had been working for Bahria Town. However, he rejected a perception that he too had been appointed as NAB chief on the recommendation of Mr Riaz.

**The NAB spokesman quoted his chairman as saying: “The NAB chairman is appointed by the president and it is up to him if he seeks any suggestion from his friends in this regard.”
**
**A source in the NAB said the bureau would not take any immediate action against the real estate tycoon because many senior officers were reluctant to do so.
**
**And this was indicated when a press release issued on Friday informed the media that some officials of NAB, Rawalpindi, had suggested ‘no further action’ against the Bahria Town chief.

**However, the NAB chairman ordered a fresh inquiry into a famous Rs62 billion case against Mr Riaz and the Defence Housing Authority (DHA), Islamabad.
**
The NAB spokesman said Director General (Operations) Shahzad Anwar, who was appointed as head of the inquiry team, had started his work on Saturday and a separate committee would be formed on Monday to ascertain who had suggested ‘no further action’ against Mr Riaz and why cases of Bahria Town had remained in cold storage in the past.

again Bahria Town advertisement coming on Dunya news, these days they are trying to loot people in the name of "Bahria Green" and the media is fully helping them. No media coverage of the DHA scam, and in fact helping them by being part of new loot and plunder. How can the media then be self righteous and demanding the politicians stop corruption when they themselves promote it.

ISLAMABAD: **Malik Riaz of Bahria Town has become an unannounced don of Islamabad and Rawalpindi and now has been using famous lawyers who have been part of the “Restoration of Judiciary Movement” to buy justice for him.
**
He is also influencing appointments of police and revenue officials to use them for his interests and deprive the ordinary persons of their properties in the twin cities, Daily Times learnt on Tuesday.

According to reliable sources, presently over 50 cases of Irfan Abbasi, Col (r) Khalid, Dr Shafique and other persons against Bahria Town are directly or indirectly are under proceeding in trial and apex courts, but Riaz hired some prominent lawyers who played important role in restoration of judiciary to influence the cases in trial courts.

They said cases of murder, land grabbing and other heinous crime were filed against Riaz in the courts. On October 27, 2009 a three-member bench comprising Chief Justice (CJ) Iftikhar Muhammad Chaudhry, Justice Jawwad S Khwaja and Justice Ghulam Rabbani ordered Sihala police to lodge an FIR and arrest Bahria Town chairman Malik Riaz Hussain. The court issued theses orders on a suo moto notice on reports of the murder of security guard Fiaz Ahmed, who was killed in 2008. In that case seven people were arrested, but all were released on bail. However, Malik Riaz could not be arrested. Some people present at the hearing told the Supreme Court (SC) that Riaz forced them to sell him their land. Those people also alleged that if they would refuse they would be harassed with help of local police.

They said the court directed Sihala police official to record the statement of Shamraiza Bibi, Ahmed’s widow, in the courtroom. In her statement she said Malik Riaz was responsible for the murder of her husband. During the course of hearing, two citizens - Raja Qayyum and Habibullah appeared before the bench and maintained that they were victimized by Malik Riaz, who had gotten them beaten through police as they were not selling their land to him. They alleged that SHO Idrees Rathore and DSP Malik Mumtaz kept them locked for three months, forcing them to sell their properties to the Bahria Town chairman.

A SC bench headed by CJ Iftikhar Mohammad Chaudhry ordered the district and sessions judge Islamabad in 2009 to launch a judicial inquiry against Riaz for his alleged land grabbing through coercive and blackmailing tactics and submit report to the apex court. The DCO Islamabad was directed to facilitate and cooperate with the district and sessions judge in this regard. Almost 100 persons gave their statements against Malik Riaz but so far police have failed to take action against him.

They said many people in the past tried to protect their properties from land mafia but mostly their struggle ended in their death and astonishingly families of the deceased were forced to have a patch-up with land mafia. This situation has developed a common perception that no one can stand against Riaz in federal capital and nearby areas.

Sources said in rural circles, especially in Sihala and Bhara Kahu, police station house officers (SHOs) can not be appointed without approval of Malik Riaz and deputy superintendents of police (DSPs) and superintendents of police (SPs) are appointed after consultation with him, as these officers can use their powers against him during inquiries about the land grabbing and other matters.

A police officer requesting not to be named told this scribe that recently when Haq Nawaz was Sihala police SHO, a person came to his office and used name of Riaz as reference. Nawaz was busy and failed to give him ‘due protocol’, said the police officer, adding, that person complained to Riaz who allegedly got the SHO transferred to Rescue 15 on July 2 and Arshad Ali was deputed as the new SHO.

Sources said the patwaris and other revenue officials who look after land matters are also appointed and transferred after approval of Riaz. They said in so many cases patwaris changed the record and illegally transferred land in name of Riaz depriving the ordinary people of their land.

They further said political personalities try to solve the problems of people of their constituencies, as they are answerable to them, but recently, when a well known political personality got changed two patwaris for complaints against them, Riaz allegedly took it seriously and a tug of war started between the two.

Sources said a number of persons have been murdered over land disputes but surprisingly in the end powerful land mafia succeeded in striking a patch-up.
