Pakistan refused to demilitirize .... even though they had to vacate the areas completely, they did not and that is what is hoding up the plebiscite. Once demilitirization has been completed, then only plebiscite will take place. Even though Indian also has to remove its troops, they can leave troops that are required for peace and secrurity.

The questions is not of first ... Pakistan refused to vacate !!! All the talks would basically stall at this point. That is why i said for plebiscite to take place, Pakistan needs to vacate and this is known to you also :D
Since all your arguments seem to hinge on this … here is the Part II B of the truce agrement …
(1) When the Commission shall have notified the Government of India that the tribesmen and Pakistan nationals referred to in Part II A 2 hereof have withdrawn, thereby terminating the situation which was represented by the Government of India to the Security Council as having occasioned the presence of Indian forces in the State of Jammu and Kashmir, and further, that the Pakistan forces are being withdrawn from the State of Jammu and Kashmir, the Government of India agrees to begin to withdraw the bulk of their forces from the State in stages to be agreed upon with the Commission
So when the UNCIP informs India that Pakistani nationals have withdrawn COMPLETELY and Pakistan forces are being withdrawn, then India beings to withdraw … and if you read all the UN resolutions … non of them mention this condition having been met … hence India has not reduced its troops … So who is hiolding up the plebiscite in Kashmir:D
Even UNSC resolutions are non binding … but India and Pakistan have agreed that Kashmir issue is to be resoved as per UNCIP resolutions … and it is mentioned in the UNSC resolutions. This was last time Kashmir was discussed in UN security council http://www.kashmiri-cc.ca/un/sc2dec57.htm

Your questions have been answered ..... Pakistan has to start demilitirization and once that starts the Commisoner will inform India and then they have to start. In simple plain english .... but you want to read only selective portions that is not my problem. This is similar to your reading of Indus water treaty ..... :D
You don’t want to listen to UN appointed Commisions on Kashmir … but you want me to listen to Wikipedia … guess what … this was an accusation made by foreign minister of Pakistan. What can you expect from him !!!

Does it say India has not agreed to the proposal … your claim was that 11 proposals for demilitirization were put forward but India did not agree. Infact even this did not satisfy Pakistan … they tried to move a resolution for having UN peacekeepers in Kashmir. Of course this move was vetoed by USSR.
So if anyone can find a solution to this festering issue - they can win the GS Peace prize.
Till full fleged democracy does not return to Pakistan, there is never going to be a solution. This issue is used by illegal dictators to solidify their position. So till there is no inetrest to solve this issue , there is not going to be a solution.
