Pakistan refused to demilitirize … even though they had to vacate the areas completely, they did not and that is what is hoding up the plebiscite. Once demilitirization has been completed, then only plebiscite will take place. Even though Indian also has to remove its troops, they can leave troops that are required for peace and secrurity.
