Being COAS, he did not have to convince everyone in every decision. Sometimes there come times when everyone does not agree. But as per Shahid Aziz, most of his decisions were approved by other commanders. This is why he praises Musharraf. And this is why neither you nor Najam Sethi could call Musharraf alone to be a double agent. You guys need to involve the army into it too.
