The chase has more to do with men then women, contrary to popular belief.
If a man is honest and tells a woman his feelings and she responds with the same, its doomed from the beginning. Why? Because it was too easy for him and he starts to take her for granted.

As a woman, I always feel stuck in a tight spot. When I like a guy, and in the rare event he has a concussion and sees me as mildly attractive in return, I choose to not let him think I like him. Because then it becomes easy for him, and he will get bored.
But then some bombshell walks by, and my plans to have him chase me are ruined.
I really prefer just being honest - oh you like me? Ok, I like you too. Let's make this work.

"Playing hard to get" is not only confined to the pre-dating stage. One would assume that after marriage, there would be greater honesty and no need for mind games. But even in marriage, one might keep some distance at times to keep the spark going and giving the partner a chance to "miss" you.
Come to think of it, this doesn't only take place in romantic relationships. For instance, some bosses may choose to not display such a strong approval of their employee because they want the employees to work harder and not become smug or slack off. A customer may tone down his interest in a product and feign mild indifference so that the shop owner won't take advantage and jack up the price. Mind games in all sorts of situations. Sometimes they work, other times they back fire. Sometimes they're for good, other times they can be used to control or hurt others.
