Why topless women from south Americans tribe in a national geographic documentary is rated G, but if it’s a modern world woman exposing herself in a show then it’s rated R? That makes me think that our tv rating is not based on nudity factor, but based on who is nude. That sounds pretty racist, isn’t it?

As already mentioned it’s about intent..

You could say the same about fine art.. It’s seen as acceptable to show nudity if the intention is not to titilate..
