I think Pakistan needs to declare a state of emergency...
these attacks will increase many fold once we launch the offensive to root out the terrorists in FATA...

That is a very inspirational statement but unfortunately the current mechanisms in Pakistan makes it very difficult for honesty and hard work to pay off.
There needs to be 180degree change in Pakistan mindset and policy. From ending the support of Jihad to ending corruption, women's rights, minority rights, and land reforms, etc....
Agree that it is a hierarchical problem and can't be solved just by any military operation. For this we must adopt a multi-fold strategy, and adopting an offensive posture would be the 1st step. Economic growth and educating people definitely is the best solution for this situation, but it takes time to educate people. It can't be achieved over night by a constitutional amendment or announcing a new policy. We should have started doing that in mid 80's. Now these criminals are targeting institutions which are responsible for keeping society intact, in terms of providing safety to citizens & defending against any aggression. They are NOT going to stop it for us when we are focusing our energies & resources towards educating people & economic growth.

Short term solution is to start Operation Rahe Rast in South Waziristan and Southern Punjab.
But the long term solution is to go after people who support these khairjis through their actions or through their words.
There are many madressahs which are not necessarily actively involved in terrorism, but their Juma khutbahs are full of praises to these "khariji mujahideen".
