Yes:

1. Every school age person should be in school at school times.
2. Every able bodies person of employable age should have employment.

So peace is as elusive in areas as Karachi where children do not go to schools and employment is scarce? It’s a case throughout the country but no other part of Pakistan is as explosive as Karachi. Why?

By the way, I thought Karachi needs a political and administrative solution.
