Not everyone can afford to live in Zone 1, 2, 3 or 4 for that matter. Given the choice I doubt many people would choose to either.

I personally prefer living outside of London but close enough to grace it with my presence when the need arises.

for renters, some of the cost difference can be balanced with cheaper transport costs.
for homeowners/buyers its a diff thing though. my parents are in zone 2/3 and the real estate has gone through the roof in the last 15-20 years.
