**QUETTA: ****Chief of Army Staff General Ashfaq Parvez Kayani outrightly rejected involvement of army and intelligence agencies in disposing of mutilated bodies in Balochistan, Express 24/7 reported on Monday.****He said no army operation is being carried out in any part of Balochistan.

The Army chief was speaking to journalists on the eve of the inauguration of the Garrison Sports Academy and the Institutes of Medical Sciences in Quetta.
In a recent report, Human Rights Watch accused soldiers, police and intelligence agencies in Pakistan of torturing and killing activists in a campaign to quash a separatist movement in Balochistan.
The rights group’s report, entitled “We Can Torture, Kill, or Keep You for Years”, documented cases of uniformed paramilitary troops, police and the much-feared ISI intelligence agency being involved in the abductions.

General Kayani said maintainence of law and order is the responsibility of the provincial government, and the army is there for assistance.
Regarding the newly established institute, **that cost Rs5 bn, he said 80% of the seats will be reserved for the people of Balochistan.

No one can believe, I find him worried about Baluchistan but I am not satisfied with their capability.
Better we restore Baluchistan at the position of 1955 changing states into sub provinces and giving them special status to develop in small economic hubs by giving those special tax holidays with special laws.
