I don’t agree entirely with Snowy. Pakistan has exploited Baluchistan, but the social structure of the Baloch has also retarded their growth. Essentially, we have a primitive tribal set up, which actually helps the Pakistani establishment. For example, in the 1970s, the Bugti tribe and their chief supported Pakistan, while the Magsi tribe fought against the army. Bugti was actually the governor of Baluchistan then. During Musharafs time, it was the turn of the Bugtis to fight, with the Magsis staying neutral. A Bugti subtribe, the Katpar are actually fighting with the army. In addition, eastern Baluchistan includes numerous Jat clans, which belong to the Baloch tribes, effectively slaves. Most of the Jat farmers have welcomed the military action. So unlike say a certain other minority, then mobilize within seconds, for our Baloch brothers, any response would take decades.

You are right to the extent that the state should have intervened in any case and should have tried hard for development. But these tribal loyalties are so deep entrenched that its really hard to make progress without the consent of baloch sardars.

Regarding Bugti, while I obviously don’t agree with the way he kept his areas backward, there is no doubt that he was never anti-pakistan like other baloch sardars. In fact, when he was governor of balochistan, he accomplished tremendous progress like roads and infrastructure, but only in Quetta, never in his constituency.

Anyways, the only way forward for balochistan in my humble opinion involves at least the following steps:

• Talking to neutral baloch sardars to support pakistan and give the people of these tribes incentives

• Crushing with an iron fist, terrorist organizations like BLA. Trust me, they are not here to actually “solve” the problems of baloch. They are indian funded, not-likely-muslims who will never come to the table, no matter what pakistan offers them. By pacifying them and requesting them again and again and by letting them scot off free after killing innocent people, the only thing pakistan will achieve is give them more encouragement to kill people and separate balochistan.

• Ignore american instructions on Gwadar and work really hard on making it an international level port. Progress will generate revenue and jobs which will automatically take baloch youth’s mind off the negative activities and will help pakistan prosper.

• Investigate and give a tit-for-tat response to India for its involvement in Balochistan. Trust me, if we don’t do it now, eventually they will succeed in seprating balochistan or at least in separating parts of it from Pakistan. And for this job, the person that we really don’t need is the MI6 agent Rehman Malik…we need some real patriotic pakistani to take over the control and give a befitting response to India. There are too many separatist movements going on in India, we should teach them a lesson that if they support balochs in pakistan, its not that hard to support naxalites for example in India.
