Nope. You see Resolution 47 calls for a Plebicite. Go google it. Also The Indian government promised it until 1965 that the Plebicite will be held.

Indian government has yet to hold the Plebicite. If it did show the documentation.

So UNCIP is non-binding, but Resolution 47 is not ?

Has Pakistan met all the pre-conditions for holding a plebiscite ??
