We had this discussion before … none of the resolutions are binding … remember the discussion about Chapter 6 & 7 
But then when Pakistan complains about India not holding the plebiscite in Kashmir … you need to ask yourself this … what actaully is required for the plebiscite to happen and since you are now aware of UNCIP resolutions you know who is responsible.
On another note … what are you going to say to the Kashmiris who want Kashmir to be solved as per UNCIP resolutions
