that entirely depends on the definition of victory. many americans including the military have an extremely lofty fantasy as the definition of victory and hold themselves to that standard.

i am asking you what your definition of victory is. more specifically, how is it different from the objectives i detailed previously (which are already mostly achieved)?

Theycame to liberate Afghanistan from Al Qaeda and Taliban. They might have removed Al Qaeda but Taliban is stronger than before, so if that is victory than yes they have had victory. According to US Al Qaeda is now moving into North Africa, so the question still remains that after 10 years of war what have they achieved. The answer is NOTHING, Taliban is still there and so is Al qaeda albeit in different form and in different country.
