The questions was if everything is proved after proper investigations and procedures carried out, is lashing allowed?
Lashing is part of Islam, no doubt in that.
The procedures are so thorough that lashing usually needs to be done on concrete cases through proper Shariah Courts.
Lack of information on this video just tells me to refrain from joining a "anti-islamic/shariah/taliban" bandwagon.
