Also, father-in-law is considered a mehram as far as my little knowledge goes. So how can they punish her? She belongs to an area where unfortunately women have little say especially when outside, so it leaves room for doubt as to why she was outside, maybe it was her father-in-law who wanted to take her somewhere? shopping, to meet relatives, etc..
Also, if she's punishable because she was out with a na-mehram, what gives them the right to hold her down. They're totally na-mehram to her, cannot hold her. ???
Also, there are guidelines that need to be followed, were they all followed?
