tehzeen spans generations, sakafat is but one aspect of it IMHO.

Tehzeeb is more universal in nature. I cannot carry my saqaafat into my office, here in USA, but I can carry my tehzeeb. So i say that Tehzeeb guides me through my daily life rather than saqaafat

culture and traditions, customs and beliefs of groups extend or limit human abililty to express who one is as an individual. it has a plus when it is for preventing obvious and harmful outcomes. but it has a minus when a good action is imposed with obstacles and impediments.
tariqlkhan, you made a very good point. tahzeeb is not to be easily disallowed, merely because one happens to be in a different sakafet.
in the context of first generation in any new culture, essentially the fusion of tahzeeb and sakafet introduces many diff viable opportunities to create an eclectic new and more scalable culture as well as personal vision of living everyday life, and conducting equitable, expected, and acceptable transactional inter personal relations.
could we interchange the two with personal accountability of one's own morality and collective unspoken social contract?

Tahzeb or Civilization is more universalistic in nature (spanned over a broader area and extended over a longer time and shared by a very large number of people) usually associated with an advanced social-political formation, ideology (religion in particular), form of morality, urban life, technology, proliferation of knowledges, ethical-legal system, and aesthetic standards...Culture on the other hand is somewhat (temporally and spatially) limited and also aesthetically at lower-level ...
Every human group even the most primitive has a culture...On the other hand only advanced urban societies have Civilization (tehzeeb)...
I don't know if Urdu's Tahzeeb has a different meanings than English's Civilization...
