I did watch the video. I am just confused on where the spokesperson said it did not occur. He repeatedly states they were looking forward to the visit but never denies the snub.

I think the confusion lies in the fact that the Pakistan would not prefer(this is the snub part) a “stop over” while Cameron is visiting afghanistan. I think the government wont mind “Pakistan Only” visit by Cameron.
