The problem is that not EVERYBODY wants change. There are people benefiting from our current system who would not want it changed. They include government employees (including law enforcement), employees of government owned enterprises, bureaucrats, politicians, feudal lords, business people with shady businesses and negligible tax payments, and so on. You can see they are the most vocal against this march too. These are essentially the people who are responsible for ‘implementing’ whatever changes proposed and I do not think they could be easily pushed to do so.

Strict implementation of law for everyone is the only way we can survive. Like more or less we have implementation of traffic laws on motorway and people tend to drive less crazily there, compared to other roads. I don’t know how that can be achieved countrywide.
