In West it is not considered normal or polite to stare at others, what would you do if you find someone ogling at you?
Would you ignore or actually go up to him and admonish?
It is rude no matter where it happens yar. =)
I usually try my best to lower my gaze, eventually walk away.

Okay, in other words, men in Pakistan are stubborn about it, they don't care if they're caught looking at women.

not all of them. Bazz koi b nahi ata hay from staring but some of them do feel bad when caught (i am one of them) :D
