In West it is not considered normal or polite to stare at others, what would you do if you find someone ogling at you?
Would you ignore or actually go up to him and admonish?

I ignore him and try to focus on my work and others. If he still continues and I feel really uncomfortable, I try to leave the place asap.

it matters sometimes i do the hello do i know you routine other times i give them what i call the look of death which is just a super *****y facial expression that non verbally says "drop dead" to the guy

Even in east it is not polite to stare at others but people still do it.

I would catch them staring and then look away...make sure they know I am annoyed.

If somebody is staring at you.. it means you are not being modest enough in your dressing and probably revealing too much skin. You should cover yourself up more.
According to some experts.. females who show off their skin are inviting rape.
