Once in Pakistan when being stared at by a gormless looking guy, I frowned furiously at him but sadly it had no effect whatsoever. Very disappointing.

I have so far never been out-stared. I pride myself on having a formidable glare that could literally put the fear of Hell in a person.
If someone was staring at me I would take the challenge and stare them down to the point tears well up in thier eyes and they beg for mercy as they bow thier head in defeat.

They usually stare when they see something decorated/deliciously presented that looks temptingly tasty and ignites their hunger so that they may look at it with hasrat (unless they are super desperate). I am not justifying their actions as they would be punished for their sin of staring. The one who is being stared at would be punished if s/he gave him the opportunity by not hiding her "satar" properly and instead tried to show herself as a sexual object through tight/thin/exposing clothes.

I don't remember ever being stared at here in Canada. I do remember a few incidents in Pakistan when I was last there. My mom gave the man a dirty look and asked him what he wanted. He disappeared and we never saw him again. This was in the waiting lounge at Islamabad airport sadly.
Oh, right the question was what would i do? I would probably ignore and move/turn around. If I'm not in a good mood probably tell him off.
