Well actually CM I'd have been thankful to you for your offer if I wouldnt have known you :p but you giving tips to my friend is definitely(sp??) gonna ruin everything you know!

Does this guy even know the girl very well? I mean, do they talk to each other? If he doesn't know her, then I would suggest that he take out the time to get to know her as a person. In the process, he might even change his mind about her....but either way he'll get a better understanding of the girl. And by talking to her....he'll be able to gauge if she likes him.
After getting to know her, if he still likes her, then he should express his feelings. If this guy is an adult, it would be immature of him to get SOME OTHER PERSON to deliver a message about his feelings to this girl. Third party messages are so high-school and a bit juvenile when you're an adult. He just needs to man up and tell her. And he needs to be prepared for the fact that she might either reciprocate his interest or she might not feel the same way. If she doesn't feel the same way, he needs to leave her alone.
