I agree with you on this one. When it is a personal sin it should be treated differently, but running a brothel is NOT a personal sin, it a social evil, hence i don't think this 4 witnesses seeing the act applies in this case. But i won't go any further on this as i must get more info about this b4 making any judgements.
I beg to differ, the brothel works with people who carry out zina bil raza and to prove zina bil raza 4 witnesses are the requirement.
