If you observe closely , Kids do not behave in a uniform pattern, days in and days out. Some time they are more active hyper and other time they are subdued. Even adult show the same variation.
That incident does not tell us whether parents did the job well or not. When kids gang up they tend to do obnoxious thing all the time, When we were kids we used to break windows of our neighbours, used to ruin lawns and damage pots, plants and did all sort of wild things... They used to swear at us call us morons, but we used to run away before they could catch us :D
I believe every kid could be labeled as brat, if he/she is smart and active, including yours. If he/she does not exhibit such a behaviour at times then he must be slow.
To judge those kids or their parent's skills, one must study their behaviour more closely and for a larger period of time, just this incident does not tell anything. For example, we see that people dance at wedding for fun even if they don't have a clue at what they are doing, they even look like joker... people laugh at them but in good fun they keep on doing it. Can we deduce that these people are silly and weird and act stupid normally ?
Another example for desis can relate to, at wedding there is a rasm called doodh pilayee, where girls ask money from groom. At that time those girls who otherwise dont talk to stangers specially boys without reason, are joking laughing and having fun with them. Should I deduce that these girls normally gets friendly with stranger so easily ? No. If i am wise i would understand that this is a special occasion, and a special behaviour.
At parties, social gatherings, kids do wilder thing than that. The elders are supposed to control them. Shweetdreamz being the adult should have managed the kids and easily diverted their attention. If I was the parent i would have stopped the girls, but if the parent are not paying attention you can take the charge instead letting them getting on your nerves.

Easiest way to lose girl's attention is ..... Try to be friendly with her :)
I believe, those kids were desi girls.
