yeh lol staring is like so common in our culture... a lady can be dressed in a burka but ppl will still stare...
its not just guys who stare at girls even...
girls will stare at other girls too...like if u go to a shopping center or something....i'm guilty of that too :D i know its prolly not a good habit tho :( but i cant help it :D

Paki Staring Phenomenon
UGH This is something I hate as well!!! In usa, if someone is looking at you or staring at you, just look back at them and they will look away.
I tried this technique with desis in pakistan, but to my utter dismay, you end up looking eye to eye. If you are a happy jolly person, you can wave at them and they will usually smile back, but why waste the time to such idiots. I also noticed that even if a guy was in a burqa, people assume its a girl and stare anyway!
The answer? PICK YOUR NOSE! It works. Who wants to look at someone picking their nose? They instantly feel incredibly stupid and stop looking!
In US it isnt so much a problem, ppl are too self absorbed to care about others, but in Pakistan, well thats a completey different story, they stare and stare and it just gets me so mad, I mean a girl cant even go to the bazaar without some idiot dudes staring at u

well, if u r dressed descently (i mean burqaa and proper hijaab), i dont think ppl will be staring at u.....and as EntityParadign asked, how did u know that someone was staring at u.......it means that u were also staring at them........

in pakistan even if u r in a shuttlecock burka, some ppl will stare at u...thats their fault not the lady's...
and believe me girls always know when someone is staring at them...we can just feel it in our mind...and then u look up to check and indeed someone is staring at u...
That is why it is very important sweetiepie to remove the dangling toilet paper from the back of your salwar.
While I dont take complete burqa, I do go out in hijab and wear very decent clothes, but of course paki guys will stare at nething that looks remotely feminine.

in my humblest opinion (which could be 200% wrong), that’s not true. You can be dressed “decently” and people will still find something to stare at. Guys should learn to keep their eyes to themselves. And just because a girl knows that she’s being stared at, doesn’t mean that the girl is staring back at the guy (of course, it’s theoretically possible, but not an absolute fact for every single girl on the planet). While walking, you can have made a split-second eye contact with someone, as it happens normally while one is walking and shopping, then you lower your eyes, but still feel that the guy’s eyes are on you. That’s staring & that makes individuals feel highly uncomfortable.
