Tell her to avoid going out alone, especially at night. If she absolutely must, tell her to make it quick, park away from large cars and SUVs, and always under a street light or as close as possible. Stay out of dark, isolated areas and keep in well lit areas with people around.
Of course, she probably won't be able to have someone come with her every time she needs to run out of the house, but tell her to be smart about it. Avoid places that are isolated/few people around. When climbing into the car, she should dump her stuff in immediately, sit down and shut and lock the door as quick as she can. Way too many women get assaulted/hurt because they're slowly getting into the car, leaving the door open while arranging their stuff in the passenger seat, etc.
Tell her to always keep her cell phone with her - battery charged and ready to go whenever she's outside. She should also let someone know where she'll be and how long it will take so someone will know to worry and do something if Allah forbid something happens.
Self defense classes are a must for every woman. I don't care whether you have a reason for it or not. You never know when you need it.
If he follows her around in public, she should be LOUD about it. If he's getting too close, turn around, YELL ("why are you following me? Leave me ALONE." etc.), preferably in a crowded place. Cowards like that aren't looking for unwanted attention.
And she should really look into getting a restraining order. Document, document, document. Tell her to save and print creepy emails, texts...record phone calls. Video tape/take pictures of incidents. That's evidence. If anybody else sees what's happening, they are witnesses who can testify or write up a signed and notarized affidavit. If she's reported it to the police and campus security, ask for copies of the incident reports so she'll have them for her records in case the judge asks for it.
