I don’t get this thuggish pakistani mentality where power is always centralized. Heck, provinces ***** about devolution of power but they get anal warts when it comes to LG governance when the 1973 constitution specifically mentions devolving powers to the local level. If you don’t like the “kaafir” west (yet enjoy all its technologies), then look at the Ottomons and see how they devolved power to smaller local provinces.
In fact, pakistani legislators should take a look at the ottomon secular legal code and see if we can learn lessons just like american jurists did at the dawn of independence. Prophet Muhammad is even a law giver in one of the murals of the US Supreme Court and they declined to take out his image with the sword with previous muslim protests.
Pakistan’s problems are very small but no one is ready to leave its interests . Worst is the role of our establishment and bureaucracy . they are still stick to their colonial role since British era but for sake of some small interests they dismantled very wise British set up . Baluchistan is the greatest example , Before 1st July 1970 there was never a state , country or province in history of the world , four states of Baluchistan , pashton area including Quetta was directly administrated by federal/central government , Gawadar enclave was under Oman . A martial Law order was prepared by Lahore bureaucracy and destroyed all . Dir Swat Chitral were separate since hundred of years , same was small state of Hazara but all merged in KPK , Before this Shaheed Z A Bhutto asked that if dismantlement of one unit is essential than change the divisions into provinces magar yeh 12 pass kis ki suntay hain . same is the Story of Khairpur Sindh & the great Bahawalpur . If you go to Saraiki media , You will surprise to hear there language .

Anyways, I couldn’t find a map of Pakistan which showed how provinces were like in 1947-1954 (before one-unit) in western wing, sorry I am not going to take ‘mybhawalpur’ as the only source for this map.
The issue is that the biggest proponent of division of Punjab is not in favour of division of Sindh. I have asked AP quite a few times the financial viability of 15-20 provinces, as well as dispute resolution. Say Punjab is divided into four provinces, combined they will get more share from nfc pool as compared to now. The other issue would be water distribution, at the moment Sindh and balochistan have to contend with Punjab for water. Then they will have to deal with three uphill provinces. Same is the case with senate representation.Dividing provinces on mere rhetoric will only deteriorate things instead of improving them. PPP is the biggest proponent of division of provinces, let them set an example in Sindh.

If Punjab is divided into provinces, other parts of Punjab may get equal distribution of wealth but it won’t necessarily mean that region’s share in resources will reduce. If anything, it can increase further. Racist will still be crying about *hayeee paaanch Punjabi sooobay kha gaye hummey. *

Its funny because when someone mentions a Tribal sardar, a wadera, or mafia gang - its not termed as balochi, sindhi or urdu speaking person. Yet when a punjabi elite does something bad - each and every person belonging to the punjab and/or sharing the ethnicity is held responsible and condemned. BS!!!
KPK population has bore the real brunt of army’s policies for last three decades. And Army hating is no where as prevalent in North as it is Southern region, mainly because Army has enough representation of Pushtuns. So the locals have very little reason to fall for this ‘Pubjabi Army’ BS propaganda when they see young men from their villages, towns, neighbourhood serve in Army (not necessarily always from families!). They truly get to learn what serving Pakistan army really means, and they naturally develop an appreciation and respect for the national institution. The misconceptions are erased on personal and local capacities.
But when it comes to our Southern brothers and their whole Punjabi Army racist contempt. It is mainly due to the fact how they are just too ignorant about the journey of an average soldier. His passion, his love, his commitment, his dedication for his Motherland. They share no personal experiences with Army officials to see the other side of things. Their communities have no local neghibourhood level heroes in face of young Captains or Colonal uncles to teach and inspire the youngsters. I fail to see the difference between them and the language Afghans use to abuse, malign and discredit Pakistan’s Army as they also base most of their racist hate on the fact that Pakistan Army is majority ‘Punjabi’.
I know some one will come and say how they don’t hate the army or the soldiers, they just hate the military ‘elite’ which is mainly Punjabi (another myth). Just admit it, Sindhis and Muhajirs have this contempt for Pakistan Army because the whole tradition of military services generally doesn’t have strong roots in those communities, hence they are quite detached and always try to ridicule and undermine the importance.
I am so proud of Muhajir representation in Air Force and Navy, I really like the current Chief of Air Staff. Out of all the Nishan e Haider recipients, the young Rashid Minhas is my favourite. I never tried to discredit the fact that Musharaf was a fine SSG troop and his loyalty to Pakistan. Why can’t our Southern brothers be proud of the contributions of Punjabis towards Pakistan’s defence? Are Punjabis not Pakistanis?
The notion that creating more provinces would improve the situation there is a farce. The situation might or might not improve. I personally think south Punjab (seraiki province) will firmly fall in the laps of waderas and jaageerdars. Secondly referring to Punjab being an artificial province and that it was not in this shape in the past, Bhai if you want any to go to history there was no Pakistan (even) 65 years back.

MQM is the only party against quota as PPP and PMLN are loving the quota system.
It will be very difficult for all the “new” provinces to be equally bad as current Punjab, besides the new provinces will not be called “Punjab east”, “Punjab west” etc., they will have their own names. If nothing else at least non-northern-Punjab areas will have chance to develop more than now. Whether the current provincial govt is doing anything with the budget it gets or now does not justify what Punjab takes away. Hopefully if Sindh is also divided then the new provinces will be able to actually focus on development rather than blaming “har saal martay hayn log”.
