- Codify your rules. Meaning? Write them down. Sticky them. Simple really every single BB since the inception of the concept has its rules and regulations readily available. GS is the only website I know where you do not have the rules written down or available for all to see.
- Consolidate. Not every subject matter requires a separate forum. Not every forum needs to exist. Most websites keep a minimum amount of traffic or thread creation as a indication of the need and suitability of a sub-forum.

They have bits and pieces - here and there - All they need is to compile them like a user hand-book and publish it .

I think its not a bad idea to place relevant instruction / rules related to a particular section in that very section. If they instruct not to post jokes offending any community, then the right place is humor section IMO.

you do submit your formal acceptance of rules/regulations made by the service providers- when you make an account on Bulletin boards / Email service providers/ Website portals etc ..

Well Naabigh those are forum specific rules. Not website rules. Like there is no place indicating what the infraction rules are. For what you get infraction points for. How many points are allocated per abuse etc etc. There are also no rules save in PA or WA on racism and defamation. Does that mean other than PA/WA racism and defamation is acceptable? An absurd example no doubt but an issue of compatibility.
As a personal example. I say the same thing in 3 different sub-forums and get 3 different responses from the mods.

We have written rules, and then some other things are just plain simple common sense. We may not have a written rule to not give Gaali to someone but its just common sense that any form of insult would not be acceptable.
I agree with your second suggestion. But per constitution, all modifications that change the homepage layout of GS should go through Azkar. There are many things on his plate nowadays, but suggestions of consolidating some forums have been presented to him already.

Now what I think is that you should write it all down so that everybody is accountable. I completely understand you guys don't want to write it down due to the history of favoritism on the forums. The lack of a formal code allows you to treat people differently which by its very nature discriminatory.
You write it all down for everybody to see because then you won't have anybody accusing you of PPP style of governance.

Suggestion. No desire for mockery this time. Its a pet peeve I have and you can check with Muzna and Ehsan about how long I have been complaining about this. You need to write down the rules on a single page.
Do not make paragraph orientated text. Bullet points. Easy accessible across all forums.

Llxxll please tell me what are the rules for handing out infractions? How many points per infraction? What constitutes an infaction? Do the rules for PA or WA apply to the rest of the forums?

There are some general rules, and some rules that are specific to the forum based on forum dynamics. Some of your suggestions are very helpful CM. Like Tariq mentioned above, we do have some plans but we have to wait to carry them out due to certain reasons. One page with bullet points may not work as some slack that is allowed in Cafe may not apply in PA for example. But again, thanks for your reminder and suggestions.
