Its a simple point. No UN representative can implement a UNSC resolution. Only nation states can. The fact is that the paragraph you quote refers onlyto the UN representative.
No mention of any actions to be taken by the nation states.
So then as per UNSC how is Kashmir problem going to be solved :D
Ask your own government of this if you do not agree
The Indian governments stand is what UNSC has been saying for a long time ..... India and Pakistan have to solve all their problems, including Kahsmir, through dialougue.
You are the one who brought up the plebisicte issue ....... i just wanted you to see what steps need to be taken for holding a plebisicte. And as is the case in UNCIP resolutions, Pakistan is to vacate the territory held by it in Kashmir. Again this is in plain simple english :D
