From what I have seen, people try to avoid internal heating as much as possible, because in that case, the temp difference between indoors and outdoors becomes too vast to bear. Outdoors, people tend to burn wood to warm up every now and then. In hotels etc, they tend to have both electric and gas heaters available.
Road cleaning system is fairly organized, and main roads get bulldozed within a few hours of snowfall, alongwith salt spreaders spreading salt in order to help melt snow faster. However, this is only in places that are closer to the plains, eg Murree, Abbotabad. For cities and towns further up north (Chitral, Gilgit, Skardu etc), the roads going up are far more treacherous, hence more difficult to bulldoze. Additionally, landslides and avalanches routinely block out those cities during the snow season.
Murree had its first snow fall of the season on the 8th of Jan, and the second one on the 15th, when we visited. We left after 2 days, but since then, it has been snowing almost every other day. I wish we had stayed back longer.
