could we thus also say that if you wear a burlap sack type of shirt with some ragged chinos that you have some other motivations? The point is simple, you can "assume" people's motivations, those are your assumptions guided by your own views, experiences, biases, and observations, they are not universal facts.
people's views about what is considered neat and looking decent are different, as is everyone's style. Life is not a Gap ad, not a page from GQ and not a candid pic at the homeless shelter.

No it does not definitely mean anything. First of all anyone whose cologne enters the room before they do have no style anyways. But heck if you want to wear your Armani because you feel like it, its your perogative. I mean clothing needs to be situation appropriate, but whether it is overdone or underdone, it could be a matter of lack of sartorial sense than any hidden motivations.
One can say that in college ppl who dress like bums are trying to get attention by trying to look cool and anti establishment a la those grunge losers..why is it only the well dressed folks who get this label of looking for attention.
Oh btw, I have seen guys (of the Middle Eastern my dads a Shiek variety) pull that stuff, but even they admit, it's to impress the ladies.

dude but what is practical for you is not the same thing which is practical for someone else right? u can feel comfortable in jeans and T, someone else can feel comfy in chinos and button downs, someone else may prefer a sports coat and trousers. Someone paying attention to hwo they dress has as much connection to trying to get noticed, as someone dressing like a bum trying to not get noticed.
i.e...none whatsoever. Could it be true in many cases, sure. But there is no universal truth or direct absolute connection present.
