Simple. It has nothing to do with courage and everything to do with preserving political and cultural integrity. The people of Kashmir, vast majority of them, like India and being Indian. It is only the cross border terrorism that Pakistan conducted that turned a section against India. Now that Pakistan has been forced to significantly cut that crap, the Kashmiris are increasingly entering the Indian mainstream. The separatist leader actually lost his deposit in the recent election.

Let me give a little input about who is doing what in Balochistan!!!!!
Barahamdagh Bugti sitting in Afghanistan and is known to be in close touch with Indian consulate. Crores of rupees and dollars have been recovered from his ferari commanders apprehended so far. Most of his comrades are paid mercenaries and not baloch nationalists any way that includes afghans etc.
Khair Buksh Marri/ Herbiyar Marri is being supported by same factions and is getting much support from UAE and UK aswell.
Remaining small factions are dependent and on these two major groups.
Atta Ullah Mengal and Khan of Kalat etc just want a better deal with the government in the end.

But do a little bit of research and U will know the truth.
It is nothing astonishing or absurd as nations do ply their resources in covert ways in best interest of their countries. It is upon the target country and nation to defeat such undercurrents. Successes on both sides are periodic and most nations do prevail in the end i.e. to save their integrity and sever foreign powers. We all live in a sensitive region and India included we do bear such alien efforts. Pakistan will also overcome in the end as even India won't like a permanent US hold over the region.
