I think he also wants involvement of Third Empire, because he knows the constitutional procedure for making new provinces (which is not possible for MQM to obtain, as majority parties have opposed the division).
Now he remembered quota system after remaining chummy with PPP government for so many years 
It all seems to be relevant and for getting media attention, as they are not ‘majboori’ of political setup of country or Sindh, as they were needed in previous governments.
