Personally, I am against the division of Sindh.
Nevertheless, I would like to see power of provincial assembly curtailed to minimum and merit (plus performance) becomes criteria throughout Sindh.
I would like to see very strong and powerful local governments that has administration and other departments serving the area they represent under their control, and they also have some say to the taxes collected from their area, should be able to also collect some taxes from their area, and should be wholly responsible of money allocation to their area.
I would also like to see that, for development purpose, 50 percent of money allocated to Sindh or raised by Sindh government should be distributed to local bodies, on basis of population. Further, 20 money should go to local areas that contributes most taxes (according to their contribution to exchequer). After that distribution of 70 percent, local bodies should be wholly responsible of that money, though they should give accounts of expenditure to Sindh government that should be audited and Accountability department looks at them minutely.
Remaining 30 percent with Sindh government should be left with provincial government to run the province and pay judiciary, police, bureaucracy, civil administration, and government run educational institutions, hospitals, roads constructions, water and power provisions, and other departments. If appropriate, local body governments may share some expenses related to their area.
I would also like to see judiciary, police, and bureaucracy in Sindh completely independent of political influences. Recruitment, promotions, allocations, transfers, and sacking officers should be from within their department transparently, making merit and performance as only criteria for everything, and all should happen without any say or input of politicians. These institutions (judiciary, police and bureaucracy) should be powerful enough to even go against Chief Minister, Chief secretary of the province, IG police of the province, or even Chief justice of Sindh if there is need (direction from Accountability department). They should be powerful enough to even go for Prime Minister, Ministers, army officers, and any Federal employees if they have reasons to do so.
I would also like to see a very strong and powerful Sindh accountability department (‘Subayee Ahtasaab adarah’) that should be transparent and have power to even make cases against Chief Minister, Chief secretary and even Chief justice of Sindh.
I would also like to see strong election system in Sindh that make sure those who get elected really got votes from people and not due to rigging … plus they also make sure that voters have given their votes without fear and without and type of pressure from party or candidates. This institution should be powerful enough to reject any election result if malpractices are observed, and call for new election. (Obviously, I would like that Sindh Ahetesab department make sure that Sindh election commission is working without influences and biases).
And so on.
I would also like to see what I mentioned throughout Pakistan, getting adopted (or imposed) by all provinces, as well as federal government.
