  • People who are suspected of aiding and abetting terrorists or by way of terror financing or facilitating terrorist shall not be placed under preventive detention under any law without prior written approval from CM (we know who is the beneficiary of this clause, don’t we?)

  • Pakistan Rangers will not raid any Sindh govt office or other Govt authority offices without prior approval from Sindh Govt

Off course all the big-fishes (like Dr Asim, Zulfiqar Mirza, Aade Faryal, Altaf bhai etc) never take part in things directly they always aide and abate.

So what sindh Govt is saying that you can do operation against people who are pulling trigger but can not do operation against people who are financing it or giving shelter to people who are pulling trigger.

KARACHI: The Sindh Assembly on Wednesday passed a resolution asking for checks and conditions on Rangers’ special powers to raid and arrest suspects.

Sindh Home Minister Sohail Anwar Sial presented the resolution on the critical issue of Rangers’ powers on the floor of the Sindh Assembly, amid chants and slogans by opposition members.

The resolution, which was approved by the House, was criticised by opposition members who claimed the government wanted to seriously curtail the paramilitary force’s powers.

The resolution states that Rangers will only have powers with respect to the following:

Target killing
Extortion
Kidnapping for ransom
Sectarian killing
“That any person, who is not directly involved in terrorism and is only suspected of aiding and abetting terrorists or by way of terror financing or facilitating terrorists shall not be placed under preventive detention under any law without prior written approval of the Government of Sindh i.e Chief Minister. It is clarified that in case a person is suspected of the above, cogent reasons with complete evidence justifying such preventive detention shall be provided to Government of Sindh, which will, based on the available evidence, approve or reject such proposal of preventive detention.”

“The Pakistan Rangers Sindh shall not raid any office of Government of Sindh or any other Government Authority without prior written approval of the Chief Secretary, Government of Sindh.”

Opposition members, including those from the Mutahidda Qaumi Movement, Pakistan Tehreek-i-Insaf (PTI), PML-F and the PML-Q, tore apart their copies of the resolution and staged a walkout from the assembly to register their protest against the PPP-led provincial government.

PTI MPA Khurram Sher Zaman, in a presser outside the assembly, completely rejected the resolution saying the provincial government was in fact threatening the Karachi operation.

Earlier, the provincial government had said that it was not reluctant to extend special policing powers of Rangers in Karachi, but was just trying to fulfil the constitutional requirement by getting it approved through Sindh Assembly.

Sindh, centre at odds
In a presser on Saturday, Federal Interior Minister Chaudhry Nisar Ali went so far as to hint at the possibility of imposing Governor’s Rule in Sindh to continue the Karachi operation.

Nisar alleged the provincial government’s tactics were aimed to save just one man – an implicit reference to Dr Asim Hussain – and were endangering the Karachi operation.

He said that the delay in extending Rangers’ powers was a message to embolden terrorists and extremists, adding that in case Sindh did not comply, the government had four to five different options within the “constitutional, legal and democratic framework”.

Maula Bux Chandio soon responded on behalf of the Sindh government in equally confrontational terms, but dispelled a potential standoff when he declared that the government would move a resolution in the Sindh Assembly on Monday to ensure that Rangers were given special policing powers.

Rangers in Sindh
The deployment of Pakistan Rangers, Sindh, in Karachi is requisitioned under Article 147 of the Constitution, and under Clause 1 of Sub-section 3 of Section 4 of Anti-Terrorism Act 1997, authorised to prevent the commission of terrorist acts, or scheduled offences in notified area for the punishment of terrorist in accordance with the provision of the Anti-Terrorism Act 1997.

Assisting the police in Karachi since 1989 when the Pakistan Peoples Party government in the centre at the time had called in the Rangers and the Frontier Constabulary to curb rising political violence in the metropolis, the paramilitary force started enjoying policing powers a few years ago amid increasing number of killings on sectarian, political and ethnic grounds in the city.

Rangers is currently spearheading an ‘operation’ against criminal elements in Karachi, which was initiated back in September 2013 after the federal cabinet empowered the force to lead a targeted advance with the support of police against criminals already identified by federal military and civilian agencies for their alleged involvement in targeted killings, kidnappings for ransom, extortion and terrorism in Karachi.

After today’s resolution, we can safely say that PMLN and PPP had tasked the Rangers to carry out operation only against MQM.

this resolution is extremely disturbing and speaks volumes about the chors and luteras trying to protect their corruption and economical terrorism and financing.
Hope the boots come soon and kick these corrupts out permanently. Maybe hang them in public or chop their heads off is what i want to see.

PPP uses assembly to render Rangers toothless

Karachi - Taking advantage of its majority in the house the PPP-led Sindh government yesterday used the provincial assembly to take the sting out of the paramilitary rangers, despite a fierce reaction and walkout of the opposition parties.

Sindh Assembly ratified Rangers policing powers given to them on July 16, 2015 for a period of 12 months but strictly restricted their role to only four areas of crime: target killings, extortion, kidnapping for ransom and sectarian killings.

The resolution presented out of order in the assembly by Home Minister Sohail Anwer Siyal barred the paramilitary force from detaining anyone suspected of financing terrorism or raid any government office without prior approval from CM or chief secretary.

The assembly proceedings began 105 minutes late at 4:45pm.
The speaker used his special powers to allow the government bring the resolution.

Soon after the home minister started reading the content of the resolution, the entire opposition including members of MQM, PML-N, PML-F, and PTI started protest and then staged walkout from the assembly.

But, the speaker continued with the process and the treasury members passed the resolution.
The opposition members again entered the assembly and staged protest in front of the speaker’s dais and chanted slogans of ‘No Corruption No’ and ‘Go Corruption Go’.

The resolution ratifying Rangers policing powers said:
1)- That the paramilitary force will have powers in respect of the following only: a) Target Killings, b) Extortion/Bhatta, c) Kidnappig for Ransom, d) Sectarian Killings;
2)- That any person, who is not directly involved in terrorism and is only suspected of aiding and abetting terrorists or by way of terror financing or financing terrorists shall not be placed under preventive detention under any law without prior written approval of the government of Sindh i.
e.chief minister.

It is clarified that in case a person is suspected of the above, cogent reasons with complete evidence justifying such preventive detention shall be provided to government of Sindh, which will, based on the available evidence, approve or reject such proposal of preventive detention.

3- That Rangers shall not raid any office of government of Sindh or any other government authority without prior written approval of the chief secretary.

4-That Rangers shall not assist any other institution/organisation apart from Sindh Police in carrying out its actions as stated in Clause 1 above.

5-That it is further resolved that the government of Sindh whilst granting any powers to Rangers and Sindh Police shall take into account all of the above conditions.

Talking to media later outside the assembly, MQM leader Khawaja Izharul Hassan said that the government bulldozed the opposition and without giving them the copy of the resolution passed it through their simple majority.
He said that it was evident from this resolution that the government wanted to safeguard its people and their interests.

“It is unfortunate that the provincial government chose December 16 as the day to curb the powers of the paramilitary force even when the chief minister participated in an event pertaining to the martyrdom of the schoolchildren,” he said.

He said if the government has decided to do selective operation then opposition parties will oppose it.
“The provincial government today strangulated the democratic system and we will most likely challenge this in court,” he said.

Former chief minister and PML-N leader Liaquat Jatoi said that the government resolution was a conspiracy against National Action Plan as it was decided during the approval of NAP to arrest criminals, terrorists and their collaborators.
“The government had lost justification to remain in power and we will come out against this government over this,” he said.

PML-F leader Shaheryar Maher said that the provincial assembly was misused to safeguard the corrupt and terror elements.

PTI leader Khurram Sher Zaman said that the constitution was tore apart in front of chief minister Sindh and now the opposition would not allow the session to run smoothly.

Adviser to CM Sindh on Information Maula Bux Chandio said those who wanted to create conflict between the institutions on Rangers issue had failed in their attempts and the chief minister had given authority to Rangers to take action against criminal elements in the city.

Addressing a press conference along with Adviser to CM on Law Affairs Murtaza Wahab at the CM House, he asked as to why Rangers were not given authority to conduct raids against corrupt elements in other provinces of the country.

“I will not take name of anyone but wanted to tell that institutions should not be drawn in such acts that could make them disputed,” he said, adding that PM Nawaz Sharif deployed Army to take care of electricity bills in his past tenure.

Responding to a query regarding curbing the Rangers’ powers and restraining them from taking action against financers and collaborators of the terrorists, Chandio said that the Rangers was only asked to submit proof to CM and then they would be given permission for action against such persons.

Speaking on the occasion, Murtaza Wahab said that even when the provincial anti-corruption department raids any institution, it is compulsory for them to get permission from chief secretary.
He further said that the last clause of resolution stated that if any power would be given to Rangers in future then these all conditions will have to be considered.
“Any institution who will work under any provincial government is bound to follow its rules,” he said.

There is a tiff between the federal and Sindh governments over the issue of extension in the policing powers of the Rangers.
The Sindh government of PPP has been quite upset since the paramilitary force leading operation against terrorists and criminals in Karachi has turned its attention towards the terrorism financing.

The Rangers made raids on some government offices few months ago, detained some high government officials and seized the record as part of its efforts to curb corruption, which it says is major cause of unrelenting violence and terrorism in the port city.

A few months ago, Rangers pressed a raw nerve when they detained former PPP adviser (minister) Dr Asim Hussian, who is said to be a close aide of PPP chief Asif Ali Zardari, over charges of helping the terrorists financially and providing them medical services at his private hospital.

Karachi is carcass that PPP/MQM has been feeding on for while. Rangers brought some normalcy to the city, but it was cutting into corruption of ruling class & we can't have that.

What a perfect gift Pakistan received from a called liberal and secular party on its darkest day - resolution to protect the financiers and abettors of terrorism. On the day whole nation stood united in spirit to fight terrorism, PPP shows its real colours to prove which side it is on.

The parties that used to provide the loudest lip service against terrorism for media cameras turned out to be the real protectors of this evil.

And of course, decision on Karachi's Mayor was made in London while decision on Rangers' powers in Dubai. Is Sindh a modern day imperial colony or what?

Yes they brought some normalcy. But those criminals have now found new way of looting. They are entering in the houses and robbing people without check. If rangers want to route out corruption look into their category of people. They have never been honest.

Btw, as much as we all hate that tinda (oh my bad, sorry to tindas) altaf, this is all PPP. Right or not, the image has been created now that it was all anti-MQM, so expect votes for MQM next time again. This love of separation of powers and constitution facade happened after that PPP's Dr. Asim Hussain was captured in karachi by Rangers. I am waiting for AP to give a reham imran yahoodi laaby spin on it..

Law and Order is provincial subject. Why ask help from federal govt and than handicap the rangers? Btw, PPP was fine when rangers were after MQM, but as soon as they started to go after PPP people it all the sudden question of country's survival?
