Yes, Modi gave the hindu militants 24 to 48 hours of free hand. It was only after that time, action was taken or army was called in the by the central govt. No matter how much we deny, Modis govt played a big role against muslims. But, yes that action was triggered by the burning alive of women and children by muslims in the train.
But riots should not be justified becoz of Godra, India is a republic which is governed by laws not by jungle laws.
