Under the modern Nation state system which is what 50 years old? Yup. As long as they are not involved in:
- Criminal activity
- Treason
- Succession
- Terrorism
There is a long list where it does not apply.

Regarding protection and freedom or religion. Historically until 1947 the state did not have to protect your right to practice religion freely.
Now on to Jizya. The tax is similiar to modern day taxes as I can read. However a distinction is made. A different tax system for muslims and for non-muslims.
Put it this way. You need to pay your taxes. No ifs and buts. However back in the day the tax was linked with an understanding that they would be free to do practice their faith without any hassle.
Something that was not inshrined into law until the end of the second world war.
