It is difficult dilemma in any case.
Since the children are doing it on back of the mom, you would not able to solve the problem by reporting them to the mom (may be seen as scoring points over her opinion about yourself). Unless they decide to change themselves.
Since are conducting workshops on teen issues, means you are professional enough to decide right action rather asking at this forum where most of participants are lay person.
Honestly speaking this is the problem with so called holier-then-though peoples, have you heard Chrigh- Tale - Andhera (darkness beneath Lamp)?
