Its an interesting argument that you bring up...The same argument has been brought up about drugs...so making drugs legal will stop black market trading and make it a less profitable option than if it were illegal...but at the end of the day what it does do is give a degree of acceptability to the profession...
And whilst it becomes easier to monitor drugs and prostituion and means more safe drugs and less danger for prostitutes is the idea of giving acceptability to either of these two good for a society...
Imagine having drug dealer or prostitute in your career guide...last thing i want is kids thinking its ok for either of these professions to exist...

just because govt is "unable" to contain a problem that does not mean we make it legal ...that is unjustifiable .....esp. since it involves a clear violation of shariah ....but what else can we expect from our decadent civilian & military leaders

How can a illegal activity become legal by the stroke of pen?
State should not, cannot and must not differentiate btw citizens because of their ethnic, religious, sexual or professional differences. State owes all citizens equal rights and they must be respected at all costs.
Having said that, state is also answerable to soceity and uphold laws of the country, if prostitution is illegal then the state has a responsibility to ensure its laws are clealry enunciated, understood and being implemented. Provided the state is doing its job, then prostitutes or any other segment of the society should not feel threatened if their basic rights are being violated.
Unfortunately in Pakistan, even the Chief Justice is asking for justice, go figure.

These little RLDs exist in each & every big town on this earth. Pick any city, Lahore, NYC, Toronto, Tokyo, Amsterdam.
I have been to so many cities & trust me I haven't heard even a city without it. I am not talking about holy cities (Makkah / Medina) so dont bring them in, even though there was a thread that pakistani pimps were arrested for this business in those cities.
But legalising prostitution will not solve the problem, rather make other issues for Pakistan. There is a way though & I think our government is already working towards it - make a the RLD on an island, open it for tourits (local & international) and let the revenue generate.
But no matter liberal I'd be I'll call it "Haraam ka mal" & wont like myself or my fellow citizen to eat that haram ka maal. Ask yourself, would u like to have ur salary paid by the revenue generated by selling a woman's body? My naswer is "NO". Its like I know meat is Halal but is purchased by rishwat money.
There are many other reasons I can carry on talking about but these ones are the major ones I mentioned.

This is a very small issue getting so much importance which it doesnt deserve. More important issue are poverty illetracy corruption and social injustice

While I don't necessarily support it being made legal, I don't think this is altogether true. I certainly don't know many people that would "support" their children if they were to be prostitutes in Las Vegas, and I don't know many women that would want to be, even though it is legal (actually its not legal in the city of Las Vegas, you have to be outside city limits to have alegal brothel). The pictures of legal sex workers I have seen are not very, errr, pretty.

One should explore the root cause of prostitution i.e. who are those people who needs to visit prostitutes and why??
In majority cases in Mumbai, people visiting red light areas of prostitutes are mostly bachelors or widowers and some labors, truck drivers.
Due to high cost of marriage, dwindling sex-ratio(male-female ratio)....many poor men due to no financial backing are not able to marry in their early life or even entire life....such people mostly end up visiting a prostitute..
I think government should act in a way to allocate proper funds/low interest bank loans for poor men and women to encourage marraige.
If total no. of un-married adult men is brought down...then even rate of crimes like rape/child molestation etc. will reduce automatically.

i don't agree with the idea of making it legal
people will misuse the law and it will result in a social disorder
it will become a small scale industry in every street
people will easily bribe the govt officials and will get the licences

legalizing has many benefits.
It can be controlled, disease prevention can be done, these workers can be legalized and protected.
Prostitution occurs in every country, its no use fighting it, but rather legalize it in such a manner that 12 year old girls are not involved but the workers have to be over 21, get regular medical check ups for disease prevention, know their rights and get police protection if they get mishandled by their customers, etc...
