No he did not pay any money. Bhutto did that after the 1973 Islamic summit. A main road of Karachi was named Shah Faisal road from Drig Road and Lahore Stadium of Lahore was renamed Gaddafi Stadium. Oh yes, Lyal Pur was renamed Faisalabad.*

Lahore stadium was already in existence. Bhutto renamed it to show brotherhood.
