If I was in contact or close to my fiance/husband to be, I would tell him straight up to have his mother pay for the cake. Even during my wedding time, I never contacted my MIL if I needed anything, I would tell my fiance and he would ask her. If this is how unreasonable the MIL is acting then the hubby to be should take care of the situation.
