isn't this just a claim to stop the progress in areas other then 5 bigger cities

these bigots aslo have political interests that can be solved, this is not a big issue to stop development

making 12 provinces is outrageous and practically unmanageable. I am for 11 provinces.

It'll cause more red tape. More need for regulation, and Pakistan doesn't have those resources. Although the idea of drawing boundaries that have nothing to do with ethnicity could be a helpful way to draw an end to inter-ethnicity fighting.
