Technically Shariah is supreme, lekin we have to make sure the political constitution is framed according to Shariah principles.

Thus, the Constitution must declare Pakistan to be the “Islamic Caliphate of Pakistan”, with a Kaliph ruling Pakistan and entering into a bayah (covenant ) with the people.

Furthermore, all the divisions of Islamiyyah government should be adopted: e.g. Amir-al-Jihad, Amir-i-Aalaa, instead of the Western “ministerial” system.

Islamic and Arabic education should be made compulsory for all Muslims. Dress codes should be enforced and a special Mutawali police force set up.

Only then can Pakistan flourish as a great Islamic state.

Actually, the MMA (whose leaders have much more religious education than you or I and thus understand Islam better) , are satisfied that Pakistan’s 1973 constitution as it stood before Musharraf took over is compliant with Islam. Their complaint is that successive governments have consistently ignored every single Islamic provision in there, such as reviewing all laws to make them compliant with Shariah.
