Its probably catch 22 situation, dividing provinces into smaller pieces is good for administration but at same time it will be seen as ‘dividing people’. I do think that creating provincial borders should not be along ethnic lines, should be aligned for ease of administration so that important issues like “Kalabagh dam” do not become obstructions for progress.

Without changing the mindset you will not improve any administration if you finish all the provinces or make 100 new provinces. The mindset has to be changed towards more nationalistic approach with priority given to prosperity of Pakistan than encouraging regionalism..
