God’s Himself declared that He will never forgive those who die while indulging in SHIRK For Shirk is indeed the highest wrong doing (Dhulmun Adheem)

yes indeed He created everyone and He:swt: says Himself:

67:2 He Who created Death and Life, that He may try which of you is best in deed: and He is the Exalted in Might, Oft-Forgiving.

and whether He will send someone to hell or not is entirely His decision but He has told us what type of people He will be sending to Hell so that we may take precautions:

4:14 But those who disobey Allah and His Messenger and transgress His limits will be admitted to a Fire, to abide therein: And they shall have a humiliating punishment.
