The legal definition of terrorism is murky. I’m sure the Americans don’t consider the actions of their military to be terrorism, although there is a case to be made that their actions are substantially similar. The de facto understanding is that terrorism are acts of violence carried out by non-uniformed individuals against civilian targets for political reasons. The US military actions fall outside this definition.
I’m not an expert in this area, but I’ve read about how the US rejects international courts supremacy over the United States Supreme Court. I don’t think they are wrong in this regard. No country should be expected to subject it’s sovereignty to an international body. For what it’s worth, Bush cancelled a trip to Switzerland because he was threatened with arrest on charges of crimes against humanity. This was obviously after he left office.
