Are you talking sense? Horse trading means to buy members of other parties by breaking them from their own party, so that bought ‘lotas’ vote for different party candidates than party they belong. Governor rule is there to stop horse trading. Governor is saying that Governor would not allow members of one party to vote for another party (or, no lotaism, no horse trading).
Look at the standing of parties (even when independents are left as member of party):
http://www.ecp.gov.pk/PAPosition.pdf
Total MPA votes required for forming government is 186.
Present final standing:
PPP …: 107
PMLN …: 169
PMLQ …: .85
MMA …: … 2
PMLF …: …3
Ind …: …4
Now, anyone who can add could see that none of PMLN, PMLQ, or PPP could form government on their own, unless two joins together. Governor has clearly declared that if any two parties would come as partners, he would hand over the government to them. PMLN wants that they should be given chance to do horse trading so that they can buy MPAs (buy lotas) from other parties and make their required 186 MPAs, what governor do not want to let them do.
If PMLN do not believe on horse trading (Lotaism) and still want to form government, they should find a coalition partner to make their numbers. Else sit in opposition as losers, what they are from birth. Well, it is not just PMLN, but if PMLQ wants to form government or PPP wants to form government than they should find a partner for numbers, else governor rule would continue.
U r funny
If PML(N) tries to ally it is called buying LOTAS if PPP does the same it is creating partners… what a logic you have.. surely u r given a new task by ur peer..
Keep telling the jokes…
